The Nexus Force is a bureaucracy. It does help to explain the concept of Limited Recruits as a result of the Faction War, as a vetting process. The Paradox Rogues are evil so they are able to circmvent this. The NF wins the war, but at terrible costs.
Remember Avant Gardens has the Spider problem and left unchecked, they could spread to the rest of the System. The Faction War diverts the NF's resources to battling iteslf as much if not more than the Maelstrom so throwing a portion of all new recruits onto a single world is a strategic necessity. It's highly plausible they diverted amounts of new recruits to other worlds as well, not just AG - we can break from the game there.
As a result of this the Limited Recruit becomes a seasoned warrior in his and her respective domain, knowing his world inside and out and keeping the Maelstrom at bay as best as possible.
I can rather see the Recruits as remaining stationed on these worlds, rather than forgotten, but from the POV of Intrepid Fusion Eclipse, he is like a prisoner on AG, a world very disconnected from the NF's top brass, so he might see them as a lazy bunch of bureaucrats when they are in fact managing a war across several star systems.
"Limited Recruit" may be a slang term. Before the Faction War, all recruits had the entirety of the Crux System to roam. To be stuck stationed on one world and the surrouding properties is, by comparison, very Limited.
