And you know, I've been wondering. Were the Restricted Recruits limited to Avant Gardens, because the Rogues' presense there was low while Nimbus Station and Nexus Tower were in constant conflict (Gnarled Forest being overrun with Maelstrom and Forbidden Valley serving as the base of operations for the Rogues).
