They've been modernizing for awhile, but not yet back to the point of spacefaring even by Crux's explosion, they lost that some point after the original Avistrans setlled the planet. Elistra never had competing superpowers driving such things as space races. Other spacefarers came to them over time, including the Nexus Force.
