Yes, that's the point. When I made that Swordplay Skills from 1 to 10 list, I put Barney as 1, because he sucks at it (useless + pacifist) and Squeaky at 0, because exactly he doesn't have any arms to swordfight with. So, being worse than Squeaky would be rather impossible. Hypothetical scenarios mean nothing to me.
