Nope. I believe it is exclusive to where I live, so I don't think it will be easy to explain.

Let's say it may be used when one's angry, as a minor insult, or as a reversed face palm. Something like that.

Huh, that's interesting.

If I'm angry with someone, I tend to stay away from the conventional rude gestures, and just bite my thumb at them. It won't offend anyone where I live (nowadays) but it helps me blow of steam. :P
