Also I don't remember if the curse only effects the western kingdoms (Morcia,Ankoria,Aquila,Britay,Elepharia,Souther,Isles) or does it influence all of Militiregnum.
My opinion on these matters is that technology (as it is to be defined from the current debate) developed in Militiregnum would function better (after the Sorcerers' death; nothing would function earlier) than absolutely foreign technology and that while the original curse influenced the whole planet, the remnant-curse's effect would be lesser in the eastern regions.
