When I say wishing magic, I don't mean wishing magic exactly, like the one used by genies. I discuss the term from a literary point of view. I mean that when someone (not knowledgeable on the matter) wishes to extinguish the stars, all he understands is that he want little lights above him to go out. So, when he tries to use magic to extinguish them, he will fail, because he neither understands what a star is to specify a way in his mind to destroy it and thus magic can't operate on its own nor does he try to just block the light, which would have been another way to go about it. In the best case scenario, a very vague instruction would result into the wished thing to happen in a very unpredictable way or totally unpredictable results, but even that would take tremendous power (in the particular example, the result would not be possible, because no magician would be able to destroy a star anyway). Only under the special circumstances of, for instance, genies, I'd say that such kinds of magic is possible.

As for the computer, the typical Militiregnumian (magician or not) wouldn't be able to shut it down as you say, because they wouldn't know a bit about electricity to cut its power in any way.

Now, I don't say that stopping technological advancement doesn't have a wishing aspect to it, I just think it has less of a wishing aspect than the other possibility.

I don't think there should be a matter of what energies can exist in Militiregnum, since it is a discussion over technology. If we decide what we mean by "anti-technology", we don't need to see if Maelstrom, Imagination and Magic are compatible with the curse. That being said, I agree they are compatible and I can't say I haven't had ideas of my own about Maelstrom going to Militiregnum.
