I can confirm Charles did not escape. What exactly happened to him I've not thought, but he probably was captured.

Aquila had technically already fallen in the first six months after the Battle of the Skyfalls. However, King Jork was appointed governor of the land and he rebelled against thedude in the fifth year. The rebellion was crashed and Aquila then fell completely to thedude's hands.

It should also be noted that at the ninth year, the Corsair Wars begin in Suidam Sea when the pirates see thedude's rule is not good for them and they ally to fight the forces he sends against them.
